From 1 December 2008, there will be a major change to the way houses are bought and sold in Scotland. From that date, the seller of a home will have a duty to provide a home report- which will contain a single survey report, an energy report and a property questionnaire - to potential buyers. We congratulate the OFT on this well-structured plan and particularly welcome the focus on improving outcomes for consumers and on evaluating the OFT's impact on markets.

Civil Courts Review
Our purpose is to make all consumers matter. We are an independent policy organisation with a solid foundation in consumer research. We have a special focus on the needs of disadvantaged consumers. Over the years, we have been able to bring about real benefits for consumers across the broad range of issues which affect people’s lives.
We work to represent consumer interests to policy-makers, regulators, service providers and suppliers. We research the experiences of consumers and identify how the provision of goods and services can be improved for everyone.
